पर्यटन पुनरुत्थानका लागि नीतिगत सुधार बजेट ब्यवस्थापनमा जोडMonday, April 12th, 2021

कोभिड १९ ले थलिएको पर्यटन पुनरुत्थान तथा प्रर्वधनका लागि चालिनु पर्ने कदम र भावी नीतिका विषयमा नेपाल पर्यटन बोर्डले सोमबार सरोकारवालाहरुसँग अन्तरक्रिया गरेको छ । पर्यटन बोर्डमा आयोजित ‘आजको पर्यटन चुनौती र अवसर ’ विषयक कार्यक्रममा संस्कृति पर्यटन तथा नागरिक उड्डन मन्त्री भानुभक्त ढकालले यो पटक बजेट निर्माणमा थुप्रै सीमितता भएपनि पर्यटन पुनरुत्थानका लािग बजेट ब्यवस्थापन गर्न प्रधानमन्त्रीसँग छलफल गरेको जानकारी दिनुभयो । उहाँले पहिले जस्तो अवस्था नभएपनि कोभिडले पर्यटन क्षेत्रलाई बढि प्रभावित गरेकोले यसको पुनरुत्थनाका लागि आफुले पहल गरेको जानकारी दिनुभयो । ‘अहिले अवस्था सजिलो पक्कै छैन सबैलाई जानकारी नै छ । तर कोभिडको दोस्रो चरणको संक्रमण बढ्दै जाँदा स्वास्थ्य मापदण्डलाई ध्यान दिँदै सर्तकताकासाथ अघि बढ्नु पर्ने अवस्था छ ।’ उहाँले भन्नुभयो ।

राष्ट्रिय योजना आयोगका सदस्य डा. रामेश्वर फुयाँलले पर्यटनलाई राष्ट्रिय अर्थतन्त्रैकै मेरुदण्डका रुपमा विकास गर्ने गरी योजना बनाइएपनि बजेट अभावमा त्यसको कार्यान्वयन जटिल बनेको बताउनु भयो । उहाँले यो समयमा पूर्वाधार विकाससँगै मानव शंसाधन विकासमा जोड दिन निजी क्षेत्रलाई आग्रह गर्नु भयो ।
पर्यटन मन्त्रालयका सचिव यादवप्रसाद कोईरालले अहिलेको परिस्थती पहिलेभन्दा फरक रहेपनि सरकार निजी क्षेत्र मिलेर नै यसलाई अगाढि बढाउनु पर्ने अवस्था रहेको जानकारी दिनुभयो । उहाँले आउने बजेटमा पर्यटन पुर्नरुत्थान र प्रर्वद्धनका लागि आवश्यक बजेटका लागि मन्त्रालयले सक्दो प्रयास गर्ने बताउनु भयो ।
पर्यटन बोर्डका कार्यकारी प्रमुख डा. धनन्जय रेग्मीले पर्यटनलाई चलायमान बनाउन नीतिगत सुधार देखि अन्तरनिकाय समन्वय र बजेटको आवश्यक्ता भएको बताउनु भयो । उहाँले नेपाललाई सबै उमेर समुह र सबै सिजनको पर्यटकीय गन्तव्यका रुपमा विकास गर्न नयाँ ढंगले गन्तव्य विस्तार देखि पर्यटन मैत्री नीति आवश्यक भएको बताउनु भयो । नेपालको हिमाल, पहाड र तराईको पर्यटन प्रर्वद्धनका लागि बोर्डले छुट्टाछुट्टै योजना अघि सारेको जानकारी दिँदै उहाँले त्यसको लागि सरकारले नीतगत रुपमा सहजीकरण गरेर निजी क्षेत्रलाई आर्कषित गर्नु पर्ने बताउनु भयो ।

बोर्डका सञ्चालक समिति सदस्य कल्पना धमलाले कोभिडको कारण सिर्जित समस्याको कारण बोर्डमा बजेट अभाव रहेकोले आउने वर्षका लागि सरकारले बोर्डलाई अनुदान वा ऋण सहयोग गर्न आग्रह गर्नुभयो । यस्तै बोर्डका निर्वतमान कार्यकारी प्रमुख दिपकराज जोशीले मन्त्रालयगत हुने कतिपय अन्य बजेट कटौती गरेर पनि यसको पुनरुत्थानलाई बजेट बिनियोजन हुनु पर्ने उल्लेख गर्दै भिजा फ्रिको अवधारणा पनि आवश्यक रहेको बताउनु भयो ।

कार्यक्रममा पर्यटन होटल संघ नेपाल हानका अध्यक्ष सिर्जना राणा,नेपाल पर्वतारोहण संघ (एनएमए) का महासचिव कुल बहादुर गुरुङ,प्यासिफिक ट्रावल एशोसिएसन पाटा नेपाल च्याप्टरका पूर्व अध्यक्ष सुमन पाण्डे,बोर्डका पूर्व सदस्य राजेन्द्र सापकोटा,पर्यटक यातायात व्यवसायी महासंघका अध्यक्ष रामहरी शर्मा,टानका महासचिव सरिता लामा ,पर्यटन व्यवसायी मेघ आले,विजय झुनझुुनवाला,संर्घष विष्ट लगायतले सरकारले समस्यामा परेका व्यवसायीलाई राहत दिने गरी नयाँ बजेटमा व्यवस्था हुनुपर्ने,कोभिडको कारण बन्द रहेको समयका करहरु मिनाहा हुनु पर्ने माग गर्नु भयो । उहाँहरुले पर्यटन व्यवसायलाई बचाउन र चलायमान बनाउन राज्यले सहयोग नगरे व्यवसायीहरु पलायन हुने स्थिती आउने बताए ।

An interaction program with multi-stake holders of tourism sector with an intention of collectively, constructively taking forward the tourism industry that is reeling under the financial pressure created due to the COVID-19 was held in Bhrikutimandap today.

Speaking at the program, Minister for Culture, Tourism and Civil Aviation Bhanubhakta Dhakal informed that the government is working on formulating the policies in favor of the tourism industry so that it will ultimately pave the path for the revival and recovery of the industry which provided employment to hundreds of people.

Minister Dhakal further added, the priority of the government is to save the lives of people from the outburst of 2nd wave of new variant of COVID-19, however the development sectors including the tourism sector and the pertinent issues related to it will be addressed in the upcoming budget for the fiscal year 2078/79.

Member of National Planning Commission Dr. Rameshwor Phuyal highlighted on the role to played by the private sector for the development of capable and competent human resource required for the growth of tourism industry.

Secretary at the Ministry of Culture, Tourism and Civil Aviation (MOCTCA) Yadav Prasad Koirala expressed his commitment for providing necessary support from the Ministry in order to allocate the budget needed for the recovery, revival and promotion of the tourism industry.

Similarly, Chief Executive Officer (CEO) of Nepal Tourism Board (NTB) Dr. Dhananjay Regmi made a presentation focusing on the present scenario of the tourism, the challenges facing this sector, ways for addressing them in the days ahead in order to reap the benefits out so for the financial growth of the people dependent on this sector.
CEO Dr. Regmi emphasized on the policy reform such as launching of one door permit system to avoid the hassles facing the tourists visiting Nepal, arrangement of public toilets, pollution control among others.
He drew the attention of the government for allocating adequate budget in a bid to save the people who are employed from losing their jobs in the tourism sector and recovery, revival, and promotion of the tourism industry that has been hit hard due to covid19.

Former CEO of NTB Deepak Raj Joshi stressed on the need of prioritizing the budget for the recovery and revival of the tourism sector and making a visa free arrangement for the tourists.
Representatives from the private sector including Chairperson of Hotel Association of Nepal (HAN) Srijana Rana, General Secretary of Nepal Mountaineering Association (NMA) Kul Bahadur Gurung, Former Chairman of Pacific Travel Association(PATA) Nepal Chapter Suman Pandey, Former Member of NTB Rajendra Sapkota, Chairman of Federation of Tourism Transportation Entrepreneurs Ram Hari Sharma among others urged the government to make an arrangement of tax holiday, waive off the interest rates of the loan taken by the entrepreneurs considering the loss in businesses due to the crisis triggered by COVID-19.
