NTB Initiates Discussion Among Key Stakeholders For Tourism-Friendly Monetary PolicyFriday, July 9th, 2021

A virtual interaction aimed at sharing ideas and collecting suggestions for tourism-friendly monetary policy in Fiscal Year 2078-79, was conducted Thursday July 8 at Nepal Tourism Board (NTB).

During the online meet representatives from the Ministry of Tourism, Nepal Rastra Bank, NTB officials including current and former Executive Committee Members of NTB, Association Heads and Tourism Experts from the Private Sector Tourism Industry shared and expressed their views on the need for prioritizing tourism in the upcoming monetary policy of Nepal. Representatives from the private sector said that the tourism sector is one of the prime sectors that contributes for the overall economic growth of the country and thus the monetary policy should give priority for the smooth functioning of tourism along with other sectors.

They said the current monetary policy does not adequately address the financial crisis facing the tourism industry, and urged Nepal Rastra Bank to introduce monetary policy that helps the tourism industry for speedy recovery from the ongoing financial crisis due to COVID-19 pandemic.

Executive Director at NRB Dr. Prakash Kumar Shrestha said, the previous monetary policy, though beneficial had not been able to address the issues faced by the tourism sector. He said all efforts would be made to ensure that the new monetary policy would accommodate the issues, concerns and demands of the sector that has been badly hit due to the COVID-19 pandemic. Stating that the banks and the financial institutions have their own limitations so they are compelled to follow certain working procedures while flowing out loans in the market.

Joint-Secretary at the Ministry of Culture, Tourism and Civil Aviation Mr. Taranath Adhikary pointed out the importance of incorporating the relief and rescue packages and concessions in the monetary policy targeting the entrepreneurs so that along with the tourism sector other sectors too gain momentum.

Similarly, Vice Chairman of the NTB Executive Committee Mr. Chandra Rijal said the entrepreneurs and laborers who are employed in the tourism sector are on the edge of losing their jobs if monetary policy fails to put in priority the tourism sector and its entrepreneurs.

Also, NTB Executive Committee Member Mr. Krishna Shah opined that the tourism promotion, loans and concessions on interest rates should be the prime focus of the policy. NTB Executive Committee Member Ms. Pampha Dhamala suggested that the new monetary policy address the issues concerning small and medium scale tourism businesses.

Chief Executive Officer at NTB Dr. Dhananjay Regmi reiterated the importance of incorporating the valid and workable ideas raised by the tourism entrepreneurs to prioritize and protect the tourism sector. He further stated that transition of the tourism sector towards the recovery path would also create synergy for the recovery of other economic sectors in the country.

Director at NTB Mr. Santosh Pant said NTB was keen on initiating policy changes for tourism recovery with support from the Ministry of Tourism. He emphasized that policy that would allow concessional/ refinancing of loans, and decrease of interest rates etc. would certainly help the industry to recover and bring them back to businesses.
The interaction moderated by Director at the NTB Mr. Mani Raj Lamichanne. NTB Sr. Directors Ms. Nandini Lahe-Thapa, Mr. Hikmat Singh Ayers and other officials were also present at the virtual meet.

पर्यटन बोर्डद्धारा राष्ट्र बैंक,पर्यटन मन्त्रालय तथा व्यवसायीसँग पर्यटन मैत्रि मौद्रिक नीतिका बारेमा छलफल

नेपाल पर्यटन बोर्डले आव २०७८/०७९ को मौद्रिक नीतिकाबारेमा नेपाल राष्ट्र बैंक, पर्यटन मन्त्रालय र पर्यटन व्यवसायीहरूसँग बिहीबार भच्र्अल अन्तरक्रिया सम्पन्न गरेको छ । कार्यक्रममा व्यवसायीहरुले विगतको मौद्रिक नीतिको समीक्षा गर्दै नयाँ पर्यटन मैत्रि मौद्रिक नीति आउनु पर्ने कुरामा जोड दिनुभयो । पर्यटन व्यवसायीहरुले अपेक्षित लाभ लिन नसकेकोले अहिले सबै खालका व्यवसायीहरुले राहत तथा सहुलियत पाउने खालको मौद्रिक नीति ल्याउन राष्ट्र बैक समक्ष आग्रह गर्नु भएको छ । । नेपाल पर्यटन बोर्डले नयाँ आर्थिक वर्षको मौद्रिक नीतिमा पर्यटन क्षेत्रको सुझाव विषयक भच्र्अल अन्तरक्रियामा उहाँहरुले अन्य क्षेत्र चलायमान हुन समेत पर्यटन क्षेत्र चलायमान हुनु पर्ने भएकोले मौद्रिक नीतिमा पर्यटनले प्राथमिकता पाउनु पर्ने धारणा राख्नुभयो ।

कार्यक्रममा व्यवसायीका सुझाव तथा मौद्रिक नीतिका बारेमा धारणा राख्दै नेपाल राष्ट्र बैंकका कार्यकारी निर्देशक डा. प्रकाशकुमार श्रेष्ठले विगतको मौद्रिक नीतिले धेरै व्यवसायीलाई सहयोग पुगेपनि रकमको सिमितताको कारण र कतिपय कार्य विधिगत जटिलताको कारण सबैले त्यसबाट राहत लिन नसकको बताउनु भयो । उहाँले कोभिडबाट सबैभन्दा बढि प्रभावित क्षेत्र पर्यटन भएको र यसलाई उच्च प्राथमिकतामा राखिएकोले नयाँ मौद्रिक नीतिले व्यवसायीहरुका माग सम्बोधन गर्ने धारणा राख्नु भयो । यद्यपी बैंक तथा वित्तीय संस्थाहरुका पनि आआफ्नै सिमितता र कार्यविधि हुने हुनाले त्यसलाई पालना गरेर मात्र ऋण दिन सकिने बताउनु भयो ।

संस्कृति पर्यटन तथा नागरिक उड्डयन मन्त्रालयका सहसचिव तारानाथ अधिकारीले अन्य क्षेत्र चलयमान हुन पनि यो क्षेत्र चलायमान हुन आवश्यक रहेकोले सबै व्यवसायीहले राहत र सहुलियत पाउने गरी मौद्रिक नीति आउनु पर्ने बताउनु भयो । कार्यक्रममा नेपाल पर्यटन बोर्डका उपाध्यक्ष चन्द्र रिजालले मौद्रिक नीतिमा पर्यटन व्यवसायलाई उच्च प्राथमिकतामा राखिएन भने यो क्षेत्रबाट धेरै व्यवसायी र मजदूरहरू पलायन हुन सक्ने बताउनु भयो । । उहाँले अप्ठ्यारो परेको बेला नै सहयोग भएन भने अरु समयको सहयोगले अर्थ नराख्ने भन्दै अप्ठ्यारोमा परेको व्यवसायी र मजदुरलाई बचाउने जिम्मा पनि सरकार र राष्ट्र बैंकको भएको धारणा राख्नु भयो ।

यस्तै बोर्डका सदस्य कृष्ण शाहले पर्यटन प्रर्वद्धन, ऋण र व्याजमा सहुलियत हुने गरी मौद्रिक नीति आउनु पर्ने बताउनु भयो । उहाँले भारतीय पर्यटक आगमन बढाउन नेपालमा भारतीय पाँच सय, हजार र दुई हजारको मुद्रा चलाउने विषयमा पहल आवश्यक भएको समेत बताउनु भयो । यस्तै अर्का बोर्ड सदस्य पम्फा पौडेल धमलाले विगतको म्रौदिक नीतिबाट साना तथा मझौला व्यवसायीले लाभ लिन नसकेकोले अहिलेको मौद्रिक नीतिले त्यस्ता व्यवसायीका माग सम्बोधन गर्नु पर्ने सुझाव दिनु भयो ।

बोर्डका कार्यकारी प्रमुख डा. धनन्जय रेग्मील पर्यटने कोभिडबाट सबैभन्दा बढि प्रभावित क्षेत्र भएपनि यो क्षेत्रले पर्याप्त राहत तथा सुविधा पाउन नसकको गुनासो व्यवसायीबाट आएको तथा यसलाई सम्बोधन गर्न आवश्यक भएको बताउनु भयो । उहाँले पर्यटनलाई चलायमान बनाउन सके अन्य क्षेत्र समेत चलायमान हुने भन्दै यो क्षेत्रलाई बचाउनु अहिलेको प्राथमिकता हुनु पर्ने धारणा राख्नु भयो । बोर्डका निर्देशक सन्तोष पन्तले सबै व्यवसायीहरुका मागहरुलाई समेटेर बोर्डले मन्त्रालयमा पेश गरिसकेको जानकारी दिँदै सहुलियतपूर्ण कर्जा, पुनर्कर्जा तथा व्याज सहुलियतका विषय सम्बोधन हुन सके यो क्षेत्र चलायमान हुने बताउनु भयो ।

बोर्डका निर्देशक तथा सूचना अधिकारी मणिराज लामिछानेले सहजिकरण गर्नु भएको अन्तरक्रियामा पर्यटन बोर्डका पूर्व सदस्य सुमन पाण्डे, नाटाका अध्यक्ष अच्युत गुरागाईं, रेबानका अध्यक्ष अरनीको राजभण्डारी, होटल व्यवसायी महासंघका वरिष्ठ उपाध्यक्ष दिनेशलाल चुके, पर्यटन परिषद पोखराका अध्यक्ष गोपी भट्टराई, नेपाल पर्यटक यातायात व्यवसायी संघका अध्यक्ष रामहरि तिम्लसेना लगायतले साना तथा मझौला व्यवसायीलाई उनीहरुको व्यवसायको आधारमा विना धितो कर्जा, प्रमाणपत्रका आधारमा श्रमिकले समेत कर्जा पाउने पर्ने व्यवस्था गर्न तथा असहज परिस्थितीमा बैकहरुबाट व्यवसायीहरुलाइृ दिएको दबाब रोक्न राष्ट्र बैंकलाई सुझाव दिनु भएको थियो । कार्यक्रममा बोर्डका पूर्व तथा वर्तमान कार्यसमिति सदस्यहरू, पर्यटनसँग सम्बद्ध विभिन्न छाता संस्थाहरुका अध्यक्ष तथा पर्यटन क्षेत्रका विज्ञहरूले पनि आफ्नो सुझाव दिनु भएको थियो ।
